Okay last update from my side.
I went back and forth with the support team. I did ask them what terms I violated, but they just gave me a generic "Our security is very important to us, that's why we won't share the internal investigation details"-bullshit. In my last attempt I threatened them with legal actions, asked to escalate the situation and requested a data copy. After about 2 hours, a different person responded to my support ticket saying I reached the highest level and that they revoked my account restriction.
So looks like I'm free again, I haven't requested a ride yet, and probably won't do so in the near future, cause I arranged my plans differently now for the next days. I won't try it on GrapheneOS again though, I'll probably test it on my work iPhone.
fid03 Did you tap on the notification? It should then tell you more about the error or which permissions it has an issue with
I did, but it just opened the Uber app, where I was only able to see the login screen but not able to log in.
I checked the permissions, and it is true that I have not enabled all permissions. Specifically, I think my missing SMS permission could have been an issue. What permissions should I give to Google Play Services to ensure a smooth ride with it? Really everything? Does the stock OS give it all permissions by default?
As far as I know, Google Play Services works perfectly fine on GrapheneOS. Why do you think it's not properly working?

goatmeal you said you're using the web app - how do you use it? Cause I was not able to request a ride, it would always ask me to install the app.
harleyofallthings did you register your accounts on GrapheneOS or did you already have established accounts before that?
