I'm using GOS on a new Pixel 9a, and I can't disconnect a ProtonVPN connection.
I have a Proton account, but my plan does not include the high-speed VPN connections. Having signed in to the ProtonVPN app, I can connect to the VPN without a problem. The problem is when I disconnect - the ProtonVPN shows me disconnected, but the key icon at the top of the screen remains and I no longer have an internet connection. From the Apps menu I force the ProtonVPN to stop and clear both the storage and the cache and reboot my phone - when rebooted I still have the ProtonVPN key at the top of the screen and I do not have an internet connection. The only way I can recover my internet connection is by deleting the ProtonVPN app.
I have a copy of the GOS system logs from when the phone rebooted. A possible relevant section is this:

I don't understand why protonvpn should be making a NetworkRequest when I have previously disconnected ProtonVPN's connection. Does anybody else have this problem?
