Not sure what you're referring to here. Apps are installed system-wide. As an example, if you install Bitwarden (com.x8bit.bitwarden) v1.0 from within any profile, let's say from a secondary profile, Bitwarden v1.0 is actually installed system-wide. So if you then install a higher version of the same app, say Bitwarden v1.2, from within a different profile, let's say from Owner, Bitwarden will be upgraded to v1.2 system-wide.
Android's downgrade protection prevents you from downgrading to an older version, so If you installed v1.2 but want to go back to v1.0, you'll have to uninstall v1.2 in order to install v1.0 again. (In practice, you'll then have to uninstall v1.2 from within all the user profiles you installed it from).
Note that an app's app data is stored within user profiles.
