As indicated above (de0u) repeatedly receiving that message suggests that something is wrong with the configuration of the network(s) being used, or perhaps something is wrong with the networking configuration of the device. Repeatedly receiving that message is not likely to represent a bug in GrapheneOS.

I don't know, because -- though I asked for this information -- I still don't know whether or not the device is using a VPN client or an ad blocker.
Since I don't have that information, I suggest:
- Turn Wi-Fi off.
- If any VPN client is in use, disable it.
- If any ad blocker is in use, disable it.
- Turn cellular data on.
- Then launch the "App Store" app and try to install Google Play.
To be clear, I am not requiring that you do any of those things! But, given the information available to me so far, that's my best suggestion.
