Why do you say that? VPNs absolutely work, but you need to provide a phone number.
I have created a few accounts with vpns in multiple countries to access their google play store region and avoid the european age verification requirements to download some apps, and bought online numbers to receive the OTP codes, it works without problem. If you want the link to the website I used for buying the phone numbers, I can provide it. I paid around $0.6 per Google SMS OTP code.

Even on GrapheneOS I've noticed that certain apps can identify me after being reinstalled. It must be quite certain and fixed because I don't think an app would willingly switch accounts with random people

DeletedUser433 maybe because of the ANDROID_ID and maybe other combined data/identifiers or something like that.
ANDROID_ID seems to stay the same, unless you perform a factory reset or delete the user profile and create a new one.

clasp It doesn't matter regarding "anonymous" for the reasons already mentioned.
But, there is no reason why you shouldn't have a separate account just for your app.
And as many as you like for any other reasons you think is valid.
I've had a "catchall" account at Google since forever to vet and weed out all the spams. I give that as my first point of contact. I use these instead of folders in my main account. If they play nice they are transferred to "one of my other" accounts.

@DeletedUser433 They ask for a phone number, and you can buy temporary anonymous ones for that verification online for about $0.6.

If you have the opportunity to go in your local or desired country in a public wifi, go for it. My point is that not having this option does not mean you must give up your identity.

DeletedUser433 Personally, I just want Google to not tie my phone to my identity. I think only the government is able to get my Google account's phone number, tie it to the company that sold me the use for the OTP, get the virtual card I used from them, get VISA/Mastercard to trace it back to my bank, then get my bank to give up my identity.

At that point, it'd be much easier to get my real IP address from the VPN company I use.

That Google account is only used through a VPN for my app updates via Play Store, and the other Google accounts on my phone are similar throwaways, none of which are linked to email/calendar/anything. So the information on them is scarce and not easily linkable to me. My list of Play Store apps is very unlikely to lead to a long investigation to find out who I am :P

Luckily, I don't need full anonymity, otherwise I'd use Monero.
