Those articles appear to be about a feature present in some A16 beta builds on Google's OS. Sometimes those things make it into the released version of Google's OS, and sometimes not (e.g., app cloning).

Then, some features of Google's stable OS are contributed by Google to AOSP, and some do not.

Almost all features that Google contributes to AOSP are quickly shipped by GrapheneOS.

For what it's worth, if this doesn't come with AOSP, user switching is fairly easy to implement as a system component (it can be an app that comes with Graphene, and such app can have a corresponding widget). There's even a sample app in AOSP project called MultipleUsers/MultiUser that demoes this functionality.
