There's a battery configuration menu where you can set the battery mode to Restricted for an app. This will stop the app running in the background except when it's started by another app, such as receiving an FCM push notification from sandboxed Google Play or the same thing with a UnifiedPush provider. Launching it from a launcher is the main way it happens. It delays alarms, scheduled jobs, broadcasts, etc. until the app is started by another app.
