Isn't Cape the MVNO that claims to rotate IMSIs based on geofencing? That seems like it might require fancy footwork from an app, maybe even eSIM management on the fly. If so I wouldn't be surprised if there were issues related to the app.

CrJ I've had lengthy discussions with the carrier support.
They are confident that this is an issue with how GrapheneOS handles eSIMs in secondary user profiles.

Could be!

Personally I would be more confident if either:

their confidence were based on them having run GrapheneOS on a device they have and observed the problem happening,
they reported that this problem has arisen before with GrapheneOS, or with other third-party OSs.

Without some kind of specific evidence, it's easy for somebody to declare that something must be caused by somebody else.

Cape does claim to have rotating IMSIs, etc. with their Obscura phone and service (only available to journalists, lawyers, gov't employees, etc.).
This is just a 9a with GrapheneOS and regular cape carrier service.
I can't speak to Google's stock OS. Graphene was installed on this device before subscribing to the carrier.
