For people running into this problem, here's something to try...
(1) In your Admin profile, under "Developer Options", change the "Default USB configuration" option to "File Transfer". Then, connect your USB cable.
(2) If you are trying to port data to/from a subordinate profile, change to the desired profile, sign in, and then connect USB cable.
(3) In the Settings menu, under "USB Preferences", select "USB Controlled by..." to be "This Device" and then under "Use USB for" select "File Transfer".
Note: If this option is greyed-out, first switch "USB controlled by" to be "Connected device" and then back to "This device". This should hopefully remove the grey-out.
(4) After data transfer, remember to change "Use USB for" back to "No data transfer", and don't forget to revert your "Default USB configuration" in the Developer Options of the Admin profile back to "No data transfer".
