You'll need some sort of internet connection to enable OEM unlocking, but that could be WiFi.
Beyond that, it should not be necessary.
One possible reason to connect to carrier first: to make sure it works. In the unlikely event that you have carrier issues after flashing, you can rule out many possible causes if you know it worked on stock.
Personally, that would not be a big concern.
