No mapping location services

OSMand and Magic Earth both returning "no location".
Running in non-owner user account with Google Play services enabled.
App location permissions:
All the time: Fused Location
Allowed only while in use: Magic Earth, OsmAnd
Location services: Wifi scanning and Bluetooth: On
Sandboxed Google Play: Reroute location requests to the OS
Google Location Accuracy: On

Any help greatly received.

If the OS location service is being used, either network location should be on as other8026 wrote to get indoor localization, or else standing outside where the device can see the sky should get GNSS going.
