Bluetooth not working at all, more info

Hello everyone, hoping I can get help again from this very useful group. Bluetooth is not working, here are the symptoms:

1) I can turn it on, and turn it off
2) The auto shutdown feature works
3) My car cannot see the phone when I start searching for devices
4) The phone cant see the car, or any other devices.

There are no errors thrown, no messages anywhere. The service is running as well.

I've been reading several threads but none have had the same issue, usually some devices pair and others dont. In my case, nothing is seen or can be paired.

Really weird one. Suggestions are welcomed.

Pick some specific device, e.g., a Bluetooth headset (not a car). Make sure you know how to force the device into pairing mode (not the same as turning it on). On the phone: Settings, Connected devices, Pair new device. Does the headset show up?
