You can flash the A15 version (which is the latest stable) of GrapheneOS over stock Android 16. The anti-rollback was back in May.
The A16 release of GOS is currently in Alpha and they will likely be making a minor update, sending a new release to Alpha which will probably be the release that makes it to stable.
