Unlikely as it sets a precedent for requiring all private parties to keep logs. VPN stands for Virtual PRIVATE Network. If private networks are to keep logs then all people are required to keep logs on their devices, which is not something governments or companies can enforce. They can't expect that and start arresting or suing people for wiping their personal data on personal devices. If they would then all software that allows for data or its own deletion (and that means ALL software) on personal devices would be a target and then all devices themselves would be a target. What then? A requirement to buy endless external storage devices and carry a book bag or a cart full of external storage drives with your phone?
Besides, even state-of-the-start encryption like WireGuard can be analyzed ("noise framework analysis") and provide enough metadata to point someone out. That is why WireGuard is further wrapped in HTTPS with ProtonVPN's Stealth protocol and Mullvad DAITA injects data to fool traffic analysis.
Then there is the fact that local hosts/exit points can be forced to allow tapping, regardless of what head company mandates.
If it comes to requiring logging in EU, then VPN providers will move out of EU to where such logging is not required.
