Can't make/receive phone calls

Experienced something similar on Pixel 9a. Temporary fixed it by disabling 4G calling in:
Settings-->Search for Calling

My settings are now:

4G calling disabled
Preferred network type 5G recommended
Wifi calling enabled (call over mobile)

This works for calls, but I think I am not using VoLTE now?
I assume so, because when I switch Wifi calling enabled to be over Wifi, I can not see any requests in my opnsense firewall.

However, I also tried with Preferred network type 4G and 4G calls enabled but this didn't worked - it seems whatever settings I use with 4G calling enabled calls do not work.

Would like to know which of the mentioned settings are the VoLTE settings and maybe the settings above help others to temporary fix it. However, I assume this won't work forever, since non-VoLTE calls are going to be disabled in my location.

Temporary the settings are ok for my threat model, since I usually even do not use phone calls anyway, but be aware that I guess VoLTE ist this way disabled and adapt this to your threat model please.

Any permission settings did not helped in my case.

just a note, I just experienced similar thing - today day after an overnight automatic reboot, I discovered could not receive or make calls. All went direct to voicemail (which I couldn't access), got error saying no access to the network (data was fine) and that I should enable 2G. 2G, 4G, 5G - nothing worked, including calling via WiFi.

Went to my provider, got a new SIM, reboot -> seems fine.

I am pretty sure this is the second or third time I have had to do this (including stock and Calyx, I think). Phone and OS have changed, but carrier has always been Telstra (Australia).

Will also note that - purely subjectively - it seems that the phone is reporting better 5G signal (2-4 bars), as opposed to the single bar I was getting over the last few weeks. Noticed that immediately in the shop, too.

Battery life has been noticeably declining - so much that I ordered a new one (not yet installed) - in a similar period. Is the phone 'trying harder' to maintain a signal? Will be interesting to see if there's change.

Hope this helps someone. I recently purchased Pixel 10 and restored Seedvault backup from my old pixel 6, and then inserted my physical SIM. Everything worked well except calls - attempts to make any call resulted in "Call ended" after 1 sec.

I knew that factory reset would most likely help but didn't want to go this route - as it doesn't really help finding the actual issue. Instead I spent a week debugging this and made the following discovery:

When seedvault restores apps (including system ones), it automatically drops network permissions for them. One of these system apps is IMSService - system service that handles VoLTE, VoWiFi, and RCS communications on Android devices.

Restoring network permissions for ImsService app (Settings -> Security & Privacy -> Privacy controls -> Permission Manager -> Network (Toggle "Show System" in the top right corner) -> ImsService -> Network -> Allow.) fixes everything immediately.

@GrapheneOS probably worth considering hardcoding ImsService network permissions and not allowing user or SeedVault app to reset them to "Don't allow". It's clearly a bug.
