I doubt it. The vast majority of the power-management code is "upstream", meaning it's inherited from AOSP, changes whenever Google wants it to change, and isn't guaranteed to work exactly the same way on different Pixel devices. For there to be an "official GrapheneOS statement" it would arguably be necessary for developers to audit the behavior of both settings for each device for every release.
Meanwhile, there are many battery/power-observation apps that any user can install on personal devices, so interested parties can find out in real time how specific devices running specific releases operate.
