I've read through a lot of the related code several months ago, but looking back I think I'm either misremembering something or I can't find what I'm remembering...
Regardless, I think @DeletedUser370 has been a very steady voice of reason in this thread. As they've been pointing out, when a phone is connected to a mobile network the carrier can very easily figure out the location of a device, regardless of whether "location" is on in the phone settings or not.
I understand that the concern here is whether a carrier or the police can turn a device's location remotely. As far as I know, no, they can't. I checked the related code and said as much while my memory was still fresh months ago here: https://discuss.grapheneos.org/d/15564-gos-location-tracking/31 (though take that with a grain of salt, I neither read through all of the code nor am I a GrapheneOS developer, so feel free to ignore my conclusion). But that hardly matters because when a device is connected to a mobile network they can still get your location.
So, I'd like to ask that people please be reasonable and not let their imaginations run wild. Keep in mind that when there is an emergency, emergency responders' priority is to help, not to invade your privacy. Also, if you don't want your mobile provider to know your location, consider using airplane mode and turn on wifi.
