I've discovered unfortunately that it seems that one cannot do tethering or enable hotspot from a second user profile. When I activate it from the owner profile and then I switch, it immediately cuts off. Is there any way to change this by granting a special permission to the second profile? Or in some other way?

Correction: Hotspot persists but USB tethering, no.
Need this. It's hard to have a middle ground when non-owner profiles don't get everything. It'll be that, some apps don't work properly in the owner profile (my reason for migrating to a non-owner profile in the first place), but then, some settings and functions aren't accessible unless if you switch back to the owner profile.
I think there has to be some sort of permission to grant a non-owner to execute owner actions - maybe even some sort of permission group system. Will Graphene put that in? I don't know.
