Assistant doesn't know when I'm driving

Can anyone help me with Google Assistant integration with Waze / Google Maps?
I know "OK Google" isn't supported.

I've got both Waze and Google Assistant set up.
In Waze, I start navigation to some destination.
In Waze, I touch the mic icon, and Google Assistant opens.
I say "What's my ETA?" and Assistant looks up a dictionary definition of "ETA".
On my stock phone, these same actions cause Google Asssitant to say "You'll arrive in X minutes."

Can this be fixed? What am I doing wrong?

Partial solution.
I got this working in Google Maps, but Waze is still not integrating directly with Driving Mode.
This is what I did:
Open Google App > Settings > Google Assistant > Transportation > (scroll to bottom) > Driving Mode > Enable When Navigating in Google Maps

Edit: I noticed the "When navigating in Google Maps" option is disabled in my stock phone... So strange.

Note that I have 'Personal Results' turned off. This setting doesn't seem to matter. On my stock phone, I also have Personalization turned off and Driving Mode in Waze works fine.

It's still necessary to manually touch the Microphone icon, but "What's my ETA" and such works in Google Maps. It still does not work in Waze. GRRR!!

So the 'Driving Mode > Enable When Navigating in Google Maps' option disappeared.
But the voice commands when Driving in Google Maps are still working. It still does not work in Waze. GRRR!!
