Here is how to access it - Settings > Network and Internet > Internet > (scroll to the bottom) Non-carrier data usage.

I noticed a bit bigger than expected data usage and when digging into it I found that Removed apps and users has an unexplained (for me) value.

How to find what is behind the "Removed apps and users"? As far I remember I recently removed only WhatsApp because I don't use it anymore, so it makes no sense that WhatsApp contributed to that usage.

I haven't created/deleted other users and there are already separate statistics (per user) for that.
I don't think the disabled apps are included in "Removed apps and users". I usually disable apps that I do not use regularly but my disabled apps are already listed by name in Non-carrier data usage.
