Rumor has it there are multiple actual carriers in Australia. I think the Medium article indicates that Optus and Vodafone don't require special modem firmware.

Ok I'll try and pick up an Optus card and a Vodaphone card today and report back.

I'm sorry to hear that, but I suspect it's important information.

Let's see what the GrapheneOS team thinks based on all the information in the thread so far. It seems as if this may not be easy.

ditzyshale Carriers do not provide modem firmware. It's shipped by GrapheneOS and carriers have no control over it. Not clear what you're referring to but that's not how it works.

Did reverting to the stock OS enable the device to make calls on Telstra again?
Was the device purchased in Australia via a regular retail method, or was it imported?

the following issue has nothing to do with carrier settings being misconfigured/out-of-date on GrapheneOS.

the reason the carrier settings version is different is that these versions vary depending on the generation of your device.
for 9th generation latest version for telstra_au is 60000000006
whereas for 7th generation it is 60000000020

.23 is a number added by Google's CarrierSettings app and doesn't serve any purpose

After a fresh install of grapheneos yesterday without restoring from seedvault backup the problem seems to be solved. I don't know if it was an update that fixed it or what, but it's making phone calls like normal now.
