Actually, I've been messing around and there is an issue (not me just being an idiot).
Steps to replicate: THIS WILL REQUIRE A FACTORY RESET TO GET OUT OF
- Pixel 9 Pro
- GrapheneOS 2024102100
- Install Fossify Keyboard (https://github.com/FossifyOrg/Keyboard/releases/tag/1.0.0 )
- Enable Fossify Keyboard
- Set Fossify Keyboard as your active keyboard and use it to type something and don't switch to another keyboard afterwards.
- Use a Password (not a PIN) for first boot security
The above steps produced the exact same circumstance as the OP.
Video of the complete process from factory reset all the way until the bug has been shown and another factory reset is needed to make the device usable.

Honestly, don't install Fossify Keyboard and 2024102100 on the same device at the moment. I'm not sure if the issue is with Fossify Keyboard or 2024102100 (I'm inclined towards the Fossify Keyboard) but using both and a password for first boot unlock is just asking to have to factory reset your device.
That's bad enough when you are starting with a basically clean install, it would be substantially worse if it happened on a device that has been in use for a while.
