Battery was at 58%, plugged it into computer before I went to sleep, I woke up about 7 hours latter and it was stuck in boot loop (gets to Grapheneos load screen then shuts down and tries to reboot). How I've got it out of boot looping is to go out to the car and charge it... All five plus battery charging options inside my house will not get it out of a dead battery boot looping situation.

that very much sounds like a hardware issue. Either the battery is dying or the charging circuitry is failing. I'm guessing the car charger outputs higher voltage compared to the others you tried and that's why it lives for now.

Deadbatterybootloop if you wish, you can try. Just be advised that power issues might prevent reflashing the phone, if it dies mid-process. Usually the OS has nothing to do with such issue since the responsible firmware is the same/untouched (because it is provided by the vendor). I'd rather have it looked at by a local repair shop.

one more thing you can try (and this is general advice I give), is to power cycle the phone by holding the power, volume up and volume down buttons together for a good 20 seconds (until the phone shuts off). In some cases this helps unstuck mainboard related issues (it simulates a physical battery disconnect).

If I can get to battery saver mode it charges fine... The only heavy load app I have running is brave browsed with about 20 plus tabs open
