Notification access

I'm wondering what exactly are the implications of granting an app notification access? For example a launcher app with no network access. In that case are there security or privacy implications?

If a launcher app requires network, it's probably garbage and you should avoid it and get a FOSS one instead.
Some of them do it for their widgets like weather, stocks, news, where they both have network and notifications.
But if you don't grant the network permissions, what kind of useful "notifications" do you expect from an app?

23Sha-ger What I mean is not denying network to the app giving notifications, but if the launcher does not have network access is there still additional privacy or security risk of it having notification service access (the special app permission, not ability to display them)?

Then the notifications will never work anyway, since there is no way for the app to check for events that could trigger the notification, like for example a new message (in case of instant messages app)

23Sha-ger I think we are thinking of two different things. The apps all can display notifications, and the launcher can show them. I am meaning to ask about the implications of enabling the permission under "Apps -> Special App Access -> Device & App notifications" that the launcher needs to use notification dots. All the apps are already displaying notifications it just wants this permission to show notification dots.
