Google's localization system is built so that using it tells Google where a device is.
GNSS, e.g., GPS, i.e., satellite localization, is designed so that only the device discovers where it is. Some devices that do satellite localization voluntarily transmit their location, but that is not part of satellite localization.
The GrapheneOS project has expressed interest in working toward a localization system that works faster than GNSS and indoors (like Google's), but does not disclose one's location (like GNSS).
