DeletedUser131 USB debugging is not needed.
In my experience, you'll have to manually click "Check for updates" in Windows Updates after plugging in the device that is booted into the bootloader interface. Actually, I haven't had success with just one click on the "Check for updates" button. After hammering the button several times, the driver would eventually show up for me in "View optional updates". (Although the OP may have tried this already).
