Phone A: non-anon, dumb-phone, voice calls only, number used.
Phone B: anon, Pixel + GOS, internet only device, number not used, Signal app installed.

If Phone A number plus Phone B Signal account (via username) are given to the same person, will this person’s phone link these two data points, thus compromising the anonymity of Phone B?

orangebuck not sure what you mean by "compromising the anonymity of Phone B". Signal User names can be set up in a way that phone numbers are not discoverable, see here. Simply set the "Who can find me by number" option to "nobody". If you set up your Signal account in this way, I can only find you by your user name and it doesn't matter that I have your phone number because it would lead to no result in a Signal user search. If you don't turn that switch on and I got your Signal user name and your phone number independently, then yes Signal would simply link the two and I'd see that they belong to the same person.

None of this requires you to even have a phone A. There are good use cases for multiple devices, but if all you want to achieve is keeping your phone number separated from your Signal user name, the respective setting in Signal will do the trick.

What I meant regarding this statement is, would a third party be able to associate Phone A with Phone B in the instance I’ve described. Your answer confirms not, provided Signal is setup correctly, thanks.

Dual phones are for other reasons.
