The notification is not evil, you can press it.
Usually you have that notification if GPS has to ask for permissions or things like this.
Once you press it, you can deny whatever it is asking if you don't want/don't need to give the permission.
If you find this an annoyance, you can just disable the notification of this particular message in your app's notification settings.
