In stock Android there's "Manage battery usage" section inside every app's properties, where you can set it to "unrestricted", "optimized" and "restricted". Can't find the same option in Graphene OS. Is it disabled or has been superseded by another option?

I also don't see any apps in the "Battery manager" pane, just an option to turn it off or on, but no "Restricted apps" list. Why?

    Its gone for me as well, previously you had the 3 options you already mentioned.

    Edit: If you click the "Allow background usage" tile you will be presented with the selection for optimised or unrestricted

    The UI change is part of the recent A14 QPR2 changes (source), thus a Google decision rather than a GrapheneOS decision, and likely to turn up on stock devices over time.
