Is there a way that I missed to zoom in on videos as they're playing in the Gallery app? I'm able to zoom in on pictures with two fingers, but attempting to do the same with videos only pauses them. If not, does anyone know of an app that allows me to do something like this that's trustworthy (requires no Play Services, does not attempt to make any network connections, etc.)?

Just tried pinch to zoom on one of my saved videos in Aves Libre. Can confirm it works and it meets your preferred criteria.
