Recently, there was another cell broadcast / emergency alert test where I live. It was the second highest severity that's selectable in GOS ("Extreme Gefahr" in German - "extreme danger"?).
My phone is set to be basically silent - no ring / notification tones, no vibration (not DND mode though). I like to get my notifications exclusively on my smartwatch. All available toggles in the "emergency alerts" settings are set to on.
The test emergency alert flashed on my screen, but nothing else happened. By chance I had another two phones, both older OnePlus devices with outdated LOS installed, active on my desk that day. One was set to vibrate only, and only vibrate it did, the other was my previous phone and also set up to be completely silent, and so it was.
German media coverage on the topic of establishing these warnings made me think that upon receiving such emergency alerts, phones should make considerable noise regardless of their volume / ringtone / vibration settings. Is this not true? It seems my phones strictly follow my "noise" related settings instead and thus regularly do nothing but silently flash the screen. Is this intended behaviour?
