DeletedUser1062 Just created this account: I had the same issue with speaking duolingo spanish and managed to get it working:
The issue that got me hung up was that the google speech recognition software itself was not initially given microphone permissions. I'm on the latest release, and it seems to work fine with Spain Spanish instead of Latin American Spanish.
In Settings>Apps>See all ___ apps>Speech Recognition and Synthesis from Google>Permissions, make sure that the microphone is enabled for the speech recognition app itself.
After this, both german and spanish speaking activities worked flawlessly, even with Spain spanish as the only option from google.

Edit: Other variables...
- I do not run any other google services on my device.
- "Speech Recognition and Synthesis from Google" is installed on the main account.
- "Speech Recognition and Synthesis from Google" is the app used for voice input (Settings>System>Language & Region>Speech>Voice Input)
- I have the languages "English (US)", "Deutsch (Deutschland)" and "Español (España)" installed.
- Disabling network permissions for "Speech Recognition and Synthesis from Google" seems to make it unable to operate with Duolingo, do with that what you will.
