Toggle 'notifications with camera flash' leads to stuck download

In [Settings/Accessibility/Notifications with flash] i toggled 'Cameraflash' ON

The testbutton (not shure what it's called in English) does not lead to a flash.
A download icon appeared (immediatly) in the status bar, it was pulsating on and off.
After 20 minutes I rebooted. The download icon is still there, now 'steady' (not pulsating).
Toggle-off flash does not make the icon go away. It has been there for an hour now.

This was on secondary owner. Only some app stores installed. Latest GOS update was allready installed yesterday.

Is this a plug in being dowloaded?
How do I get rid of the 'active download'?
Do notifications with flash not work?

Johannes When I try to enable it, no downloads pop up, but it does look like the feature works from the Owner profile, but not secondary user profiles.

Also, looking at this setting's code, it appears all it does is change the setting, so I'm not sure why or how you're getting a download pop up.
