I've been trying to get RCS to work for a week now. It was working a week ago, but suddenly stopped working and will not enable with the same steps.

Things I have tried:

Giving GMS phone, SMS, Nearby Device,and contact scopes.
Turning off my VPN and Wi-Fi when verifying
Reinstalling the app and GMS
Installing carrier services and giving it phone permissions

Not sure what I've done or if there is a carrier/device lock for some reason. Any suggestions would be appreciated.

For anyone else having this issue:

If you have to reinstall Google play services, which I had to, it will think you are on a "new" device and struggle to verify.

Use https://messages.google.com/disable-chat to disable RCS on all devices. Turn off RCS in Google Messages and wait 12-24 hours. Reenable and try to verify again.
