Unlocking OEM + bootloader?

Hello Everyone

My understanding is, that there are 2 requirement for an installation to be possible and the phone should be able to;

1.) OEM-unlock + 2.) Bootload unlock.

And if these 2 requirements are meet, an installation should be possible!?

How can one tell, if it is possible to unlock the bootloader? The OEM-lock?

Is there anything else to be concerned about before buying, to make sure it works?

I am purchasing a Pixel 7 at a Google Store.

Any help would be greatly appreciated.

Name If you purchase it directly from Google it comes unlocked and you can immediately install GrapheneOS when you get it.

Only permissive OEM Unlocking is the requirement, being able to enable OEM unlocking means that you can unlock the bootloader, and hence can install any other OS, including GrapheneOS

Just adding in, that its OEM unlockable and carrier unlocked you need, not OEM and bootloader since as stated above these two are the same.
