I'm a graphene prospect and learning about this os. My goal isn't necessarily privacy but just having more control over Goggle services on my phone.

Can I have 1 profile without google services enabled (and non google apps). but when I switch to a second profile google services are activated?

Yes, this is a common way to use profiles - installing Play Services and apps that require them into one profile and other apps that work without Play Services into another profile.
