Hello Thomas,
what are "your needs in 2023"?
For me, for example, the best photo editing app remains the AOSP Gallery as I do not require much regarding photos - its basic editing and sharing features are more than sufficient for me. Moreover, it is part of the operating system and I prefer its simplicity to a lot of features that I probably would not use anyway.
Others often mention Google Photos, Simple Gallery Pro or Aves.

You could try Snapseed. Its provided from google but/and it can run totally offline. I am quite happy with it.

I have installed the Google Camera and Google Photos app and revoked the network permissions for both. They work great together. As a pure gallery app, I can recommend Simple Gallery Pro - however, the image editing functions are not enough for me personally. Snapseed is also a good choice.

Vector Camera has some fun, real-time photo manipulation effects. It's not suitable for most uses, but I just wanted to interject with mentioning it. It's available on Droid-ify/F-droid
