Pixel watch 2 setup failing on Android 14

Pixel watch 2 setup failing on Android 14 on separate user profile running Google play services.

Have allowed nearby devices in the app and Google play services although the pixel watch app does keep complaining about nearby devices.

Able to go through most of the setup and then get message something went wrong and to factory reset device. Any tips?

Install the "Google" app (there is an app that's literally called Google). Once you do, you should be able to get through the process.
