N1b stydent there are two common issues for this: You forgot a step in the official guide, for example is your phone connected to the internet? Otherwise OEM unlocking is always grayed out. If you're unlucky, your phone is maybe carrier unlocked, but not OEM-unlocked and there is nothing you can do about it other than to go through long support calls or simply returning the device and buying it elsewhere. It's often hard to find this information in online stores and if you want to be perfectly sure, the general advice is to order a phone from Google directly (if that is possible in your country).
