Oh. I found it. It doesn't appear when using a secondary profile.
To be honest, my best guess is that it's just broken because the Android team doesn't really actively maintain the dialer app. I've read GrapheneOS developers say that it's virtually unmaintained at this point. It looks like some of the related code hasn't been touched in around 5 years.
