I'm thinking on install Google Gallery (is a little version of GPhotos) that only includes a visualizer, some filters and no sync at all.
I have tried it at my test device and it can run without enable network.
It's sure related to privacy if it runs without network permission enabled or it can send data to Google Play Services, etc?
