Stripped down play services (firebase only)?

How realistic is the idea of a stripped down version of play services with the sole purpose of facilitating firebase notifications? I think there was some minimal version of Google services framework for Google camera before. Would this be a significantly more complex project?

Not possible realistically. Hypothetically an app may even try to verify the authenticity of Google Play services by checking checksum of Google Play services' APK (No one other than the app developer (in this case Google) can sign modified apks with their private signing keys)
