#1 It is possible to revoke the sensors or even the Network permission for system apps
#2 Sensors permission is enabled by default for all apps, therefore many system and user apps have the sensors permission. The Sensors permission can be set to be disabled by default for user installed apps in Settings ➔ Privacy.
#3 Sensors and Network permissions are enabled by default for compatibility as they are not part of Android Open Source Project (AOSP), and That is why you'll see system apps having these 2 permissions (Network & Sensors) for appearently no reason.
#4. Please note that The Sensors permission is different from the Body Sensors permission. The Body Sensors is part of AOSP, and the Sensors permission is part of GrapheneOS.
