The very first question must be, "from whom".
You have to trust your first hop with some identifying information. Whether your ISP, mobile provider, or VPN. Even using public WiFi, they've likely got you on camera.
The best you can do is to make sure your trusted VPN provider isn't the same as the adversarial threat in your threat model. If you are doing something that makes your government the threat, then make sure your VPN provider won't cooperate with them regarding your activities.
This approach works but it's easily misunderstood. A VPN provider will cooperate for major crimes that are also illegal in their jurisdiction. They may not cooperate with your home country for things like DMCA copyright violations or subversive political speech, but don't expect that if you're doing something like murder for hire, CSAM, etc.
It's the trade off you take by not owning the entire connection from start to finish.
