Carrier config overrides for VoLTE and 5G support

Hi!
There has been some discussion about how to help people with reluctant carriers and one idea has been to modify the Settings app to incorporate override switches for VoLTE and 5G. It certainly is not top priority amongs the GrapheneOS developers. I'm not savvy with Java, so if you, the reader, could consider helping us out here, it would be great :)

I'm the one who is always bugging people in the Matrix channels about my shitty carrier that has not updated carrier configs in ages.. Or it's because Google does not officially support Pixels in Finland for example, so it never requested adequate configs through official channels.

I bought Pixel because I wanted to use GOS. VOLTE works fine on Pixel with some hacks (requires ROOT) but It makes security concern.
Now I'm using GOS without VOLTE but the carrier that I'm gonna change soon is not supporting call/messages when VOLTE isn't enabled. There are people buying Pixel from other countries just to use GrapheneOS like me! This feature makes these ppl use VOLTE regardless of country. I really hope that this feature to be added on GOS. Thanks for developing great ROM !

I really hope someone would have motivation to make this a reality. Would someone like to have a bounty for this feature? Also, I am willing to test the feature once it's ready for it.
