MullvadVPN Disallowed in Multiple User Spaces

I have mullvadvpv installed in the Owner Space and am disallowed from installing it in a newly created user space. I've tried installing several other apps e.g F'droid etc from the owner space into the new space but they all fail to install.
Does anyone know how to resolve this issue?

If you go to settings-system-multiple users-select user-install available apps

The reason the install is failing on the other profile is because of two possible reasons:

You're trying to install an older version than the one installed in the other profile.
You're trying to install a version of Mullvad with a different signature (so, same app id, different signatures)

Both of those things will result in Android not letting you proceed with the installation/update of an app.

Since you have it in owner, use the feature mentioned above and you'll be golden.
