This thread has a lot of misinformation on this issue. It's an upstream Android 13 issue impacting the stock OS. There's a compatibility issue between VPN lockdown mode and certain mobile data configurations. It only impacts carriers using 464XLAT. Users can work around it by using an IPv4 APN configuration. Disabling VPN lockdown mode and toggling airplane mode on/off will get you working mobile data by bypassing the blocking.
Until a developer that's able to obtain access to a carrier where they replicate this is willing to work on it, it's unlikely there will be any progress. Making production builds for people to test without wiping is unrealistic. We were unable to find people who were committed enough to testing that we could have developed a fix for this without access to a carrier with the compatibility issue. As is, you'll just need to wait for an upstream Android 13 fix. We don't track upstream issues impacting the stock OS on our issue tracker with a few exceptions.
