Sounds like a bug that will cause problems if the phone ever hangs.
The reason Android phone makers always include a "press and hold power button to reboot" is because it should always be possible to get out of a frozen state with hardware. If the user has to use the screen, say to confirm or enter a PIN, then it's far more likely a frozen device can't be restarted. In some cases, the system is so stuck that the screen is on and the battery will overheat before it dies. Dangerous. There should always be a hardware only ability to restart.
