Can't add blocked numbers in secondary user profiles?

I tried Simple Dialer and Simple SMS Messenger app in secondary user profiles.
But it says "Error: java.lang.SecurityException: The current user cannot perform this operation"
I'm able to do it on main profile but blocked number storage doesn't sync to secondary user profiles.

Does anybody manages to add blocked numbers in secondary user profiles?

I think in the 2nd user profile you can only use the built-in dialer and SMS apps.

But the default AOSP Phone and Messaging app doesn't have option to add/import blocked numbers?
Or maybe I couldn't find it?

I could use third party dialer and sms apps to make/receive calls and sms within secondary user profiles. Just adding blocked numbers seems not permitted.

Sorry, I don't have much experience with this. I use mainly the Owner profile and default built-in apps in the User profiles.
