Similar for me, although I've noticed that if I'm using my phone at the scheduled time to turn off, it usually works correctly.
I notice the problem when my phone is locked (AFU) at the scheduled off time. I've tried just waiting a bit after unlocking, maybe up to 30 minutes while I'm doing something else, but I've never seen that work either.
Then I have to click the quick tile twice: first click briefly disables night light but then turns it back on, like there is some kind of conflicting internal state. Second click actually turns it off.
